The transformation of University publishing and French public sector research : the gradual application of the rules of the common law of competition

According to the statutes the State as publisher is limited to seven institutions. Nevertheless, university and research publishers also participate in public sector publishing activity. Some of them have formed Industrial and Commercial Service Activities (Saic), contradicting the principle according to which a work published by a public sector publisher must of necessity respond to an insufficiency in the private sector. In the last few years, public sector publishers have seen their activity submitted to an increase in government control in the field of competition; and a convergence with private publishing in terms of editorial policy and organization has been observed.
