The De-centralization Policy of the Ministry of Culture : the Library Sector

After recalling the past activities of the Regional Directors of Cultural Affairs (Direction régionale des affaires culturelles-drac) and of the Counsellors for Books and Reading (conseillers pour le livre et la lecture), the mission of the counsellors is described, as well as the new context for the activities of these two groups : the decentralized State. This context reinforces their roles, because the Direction du livre et de la lecture (the body for the direction of libraries) has put the accrued funding at the disposal of the drac. The general objective is to ensure the implementation of the cultural policy of the State in the field. At the end of the article, the population of the counsellors is described.
