The DLL operational methods and its distrust of the civil servants as librarians, deemed hostile before-hand, have led to miscarriage while setting up decentralisation policies regarding specially automation, the DLL representation within the regions, and building new central lending libraries. However, decentralisation is actually progressing and has often been leading to a better situation.
