Libraries and the current territorial reform project
France's public libraries were long organised by municipality and département, the two levels of territorial authority created in December 1789. The new territorial reform and the extension of associations of municipalities has made it possible to bring the three territories of population, political organisation, and efficiency together in a number of ways. This heralds a genuine cultural turning point.
