Heading up a dynamic of change: implementing the reading development plan at Rouen libraries

Following the sudden withdrawal of plans for a regional municipal library in June 2008, Rouen rapidly launched a new reading promotion scheme that prioritised local services. Library staff had very little turn-around time to get started on the new project, which involved setting up a new managerial culture and working methods as well as a far-reaching training and communication programme aiming to develop targeted skills and improve the autonomy and professional ideology of librarians. The present article outlines key aspects of the new reading development scheme and the development and implementation of the accompanying project.
