Readers and territories: the future of public libraries

Following years of development which saw a major expansion in municipal libraries and a considerable rise in the importance of département libraries at a territorial level, it appears to be the case that library professionals' attitudes to promoting reading have failed to keep pace with social change, administrative developments, and the rapid development of information technologies. The profession as a whole urgently needs shaking up to resolve such contradictions and bring working practices into line with the expectations of today's readers.
