Highly charged changes: the saga of public lending in Belgium
The Law which transposes into Belgium law the European directive 2001/29/CE of 22 May 2001 on the harmonization of certain aspects of authors' rights and neighbouring rights in the information society was promulgated in May 2005. It takes a stand on the question of public lending and this has caused commotion in the latent debate in the world of public libraries, where their specificity has not been taken into consideration.
