Public reading and cooperation between local councils: state of the art

An appraisal of the position of public reading in cooperation between local authorities is on the agenda of the process of redevelopment following the so-called Voynet and Chevènement laws in 1999. As regards libraries, the role of the public institutions of intercommunal cooperation tends to assert itself by offering diverse scenarios, from total consideration of the network to the absence of competence in this field, passing through the registration of certain projects in the community's interest. Professionals will play a major role in the coming years which will be decisive in terms of the territorial organisation of public reading.
