Electronic Licensing: the Consortium Model of the Finnish Research Libraries

This article presents the current state of the licensing policies in the Finnish research libraries and in the National Library of Finland. Providing access to the electronic journals and databases by country licenses and practical matters concerning building up a consortium have been discussed. The role of the Ministry of Education has been central in setting up and granting a special development program to foster higher education and research work. As the results of the period of the first two years the Finnish research community has access to a remarkable number of databases and electronic journals over their local networks.
