Of the Use of Inverse Powers for Budget Attributions

During 1999, the municipal library of Saint-Étienne has put in place a new method of budgetary division for its public reading services. Inspired by a budget management method developed over recent years in the same establishment, this formula calls on the inverse ratio to bring about a distribution of the acquisitions budget resting on a balancing of loans. This method of calculation reconciles the necessity of taking account of the level of activity with the minimal holdings that all autonomous document collections must offer to their users.
