To Appropriate Electronic Information : The Processes of Social Division Induced by the Economic and/or Cultural Capacity
Completely contradictory judgements oppose commentators on the risks of exclusion associated with the introduction into our societies of new information technology. Nevertheless, these divisions inscribe themselves in filigree and with multiple facets in these new means of treatment and communication of information. It is firstly a necessity to have and to learn to manipulate the equipment necessary to gain access to electronic information, the cause of one rupture between rich and poor countries in social communication, problematic even at the apprenticeship stage. The risks of division also concern the information itself, worldwide, globalized even, and in its specific conditions liable to mislead man.
