Administration and service : from personnel management to humane resource management
The public employment control and its evolution are the essential elements for the modernization of the public utility. In a global context of budget squeeze and of stagnant, indeed decreasing workforce, a forecast management step for administrative, technical worker, social and health personnel has been developing within the National Education Ministry since 1990. Leant upon the texts which define the trends of the modernization in 1989, it aims at the development of an employment and training policy closely related to the institution needs and at the definition of a parallel between the job descriptions and the career profiles which takes into account the changes within tasks and techniques, and also the diversification of the professional careers. Based upon the « profession notion », operational since 1992, it has already allowed, by means of academic actions, to renew the dialogue with decentralized services and to reflate the budget negotiations.
