The State, the universities and the regional and local authorities

The outline « Université 2000 », which has been thought up in 1990 by the Government in partnership with territorial authorities, is a plan of university development and improvements. The régions, the departments and the towns participate with the Government in the financing and the planning of university development within a national outline. The university map, thus established, sets the construction of seven new universities and one hundred and sixty IUT by 1995. University libraries are also included in that programme.
