The impact of the General Code of Public Entity Properties on collection management

The promulgation of the General Code of Public Entity Properties has changed the rules governing books in libraries. The new rules make the management of public libraries more flexible by limiting the extent of movable public property. However, the new rules have created many points of uncertainty which remain to be resolved, particularly with reference to the digitisation of books in the public domain.
