Towards an intercommunal landscape
The system set in motion around a legislative group on territorial development - the Pasqua law of February 4, 1995, the Voynet law of June 25, 1999 and the Chevènement law of July 12, 1999 - contributes to the movement for decentralisation, aiming at solidarity between territories and public action open to the partnerships, consistent with the needs of the territories. With less competition and more solidarity between the communities, a new intercommunal landscape is taking shape, leading towards quality of life and social cohesion on the territory.
