Reading policies in a country environment

The reading policies in a country environment are studied in this article through the exemple of the Vienne Department. The study of relationship between voluntary workers, associations and elective representatives is the central line of this work. It appears that very often voluntary workers and/or associations are at the beginning of reading policies and rural districts. These policies succeed when the interests of the voluntary workers and the elective representatives converge. They are highly orientated by the personal trajectories and by reading expériences of the voluntary workers.
