The life and adventures of a complex web of statutory reform

The establishment of territorial responsibility for cultural policy in 1991 altered the scope of workplace mobility for library staff by merging libraries at the level of the département, municipality, and inter-municipal grouping and separating them from the State. This created an excessive number of job titles and grades, while having a profound impact on training as competitive examinations based on general knowledge, followed by on-the-job specialization, became the norm. A process was launched at the territorial civil service level in 2008 to reduce the number of job descriptions in each sector. However, the overall structure of the French civil service remains an inappropriate framework for the new university diplomas that are being introduced across Europe.
