Towards responsible purchasing: The evolution of the code for public procurement

The new code for procurement markets was published on the 1st August 2006 in order to bring French law into line with Community directives. Through examining its terminology (in particular the new terms in relation to the 2004 code), for defining efficient responsible and modern purchasing which it proposes, and the evolution of procedures to be applied, the author explores the possible consequences on the strategy of library purchasing, notably for small and medium enterprises in more open markets.
