In the library world, the introduction of RFID (Radio Frequency Identification) has met with a growing success due to improvements brought to the management of transactions and in relation to public services. Since 1984, the town of Rennes has adopted this technology for its anti-theft system in branch libraries. It is hoped in the future to extend it to the new Rennes Municipal Library. A competitive dialogue procedure was imposed to bring in the project. The article analyses the reflection which acted as a driver for the process.
