This paper wonders about the royalties of the authors of scientific articles. They do not have royalties on their published articles, and cannot reuse their works without the agreement of the scientific or commercial publisher, or of the learned society, to which the royalties have been transferred. The recommendations to the authors of the main international reviews mention the royalties given to the publisher ; the French reviews do not. What are then the rights of the libraries confronted with the problem of royalties and Copyright Act ? The electronic publications accessible by Internet reproduce the processes of the traditional edition, and are subjected to the copyright. The message services are spaces of discussion, and laboratories of ideas ; they announce what the tomorrow circulation of the thought and of the scientific works on the networks will be.
