The management of public employment : civil services and public service

At a time when the attacks against the supposed privileges of the agents are growing in number, our civil services must pursue a deep work of modernization. The strong constraints upon the public finances, the arrival of decentralization, as well as the throwing up by the agents of a pyramidal without real responsibilities organization are factors which are making modernization compulsory. As regards the staff, there cannot be a modernization without a forecast management of jobs and competencies ; this management can be made only by respecting the statutes of the civil servants, inseparable from the very notion of public service.
