Decentralisation and transferring the rights of decision for public libraries.

Transferring the rights of decision to the local public authorities in the field of public librarianship had led to a more realistic approach to the local needs. This is a matter of discussion between the DRAC (regional authorities) and the communities. The State now becomes a partner rather than an authority, thus allowing bilateral funding. A positive result: the implementation of a special concourse process, and the official texts about the State technical control. What has yet to be done : deciding of the staff status and training, of joint goals for interregional cooperation, and a legal text defining the public libraries objectives and the mutual duties involved for each public community.
