Lend-lease : costs of interlending

The strong development of interlending induces a reassessment of the traditional free policy in libraries as an increasing demand burdens the functioning of lending libraries and leads to dissatisfaction. Together with the CDST and INSERM, the DBMIST has fixed reproduction rates according to the supplying costs, to the size of the articles being reproduced, and to the origin of the demanding establishments; those rates apply to all the lending establishments under the DBMIST who allocates special subsidies to the demanding establishments. They must then calculate their pricing policy towards the users.
