To charge the library users ? The question is to be put at last

Plea against free public libraries as they are a public service devoted to the whole population. But they serve only middle and well-to-do levels of society, and not all their services belong to the public property category. In Canada, at financial restrictions time, the plea for free libraries is not defensible as long as libraries are supported by property tax, which is regressive and applies to lower income people only. The author is defending the pricing of services so that users fees bring 10 % of the required revenue to the libraries.
