The Syrenor network: “minimal” libraries at the service of intercommunality

The implementation of laws promoting intercommunality have led many local municipalities to join forces, particularly in the cultural arena, overcoming some of the problems raised by the splintering of French local and regional authorities. The Syrenor network, a research and study grouping for the north-east Rennes region, is one such body. Six of the municipalities to have signed up to Syrenor decided that no library can function as a discrete unit when it comes to promoting reading, and have chosen to pool their resources to offer a better quality of service to the local population, while also saving money through considerable economies of scale.
