Heading up a dynamic of change: implementing the reading development plan at Rouen libraries

Following the sudden withdrawal of plans for a regional municipal library in June 2008, Rouen rapidly launched a new reading promotion scheme that prioritised local services. The present article outlines key aspects of the new reading development scheme and the development and implementation of the accompanying project.
