The cooperation : fortune and misfortune
The cooperation produced a great interest among the librarians, regular customers of working together. Contents were suggested by varied officiai reports and adopted by the majority of the cooperation agencies. In spite of a few successes, these did not prove many things : partly because its « ideologic » aspect did not convince, and a confusion was maintained between « deconcentration » and « decentralization ».
