Did cooperation become an imposture ?
The cooperation agencies are the main vehicle of the regional cooperation for books and reading. In the new context of decentralization, cooperation became a professional necessity. State only gave a frame to an informai practice, helping the professional and elected people by technical and financial means. It seems now more and more missing. The network however goes growing and requires the agreement of every partner at every level.
