Accomodating blind people in libraries

Universal free access to information is a basic freedom and a moral concern. in the past, the blind's associations have alone managed this free access to the written works. Now, they intend to organize their means for a more efficient service. The French librarians new care for the blind readers, the new technologies create good conditions to open all libraries to handicapped people and to examine this national and global issue. In the US and Swedish libraries, the general free access to information policy takes handicapped people into account inside one national network with qualified agents. This is a kind of pattern for us which is to adjust to French landscape.
